To fix this problem, force quit the Photos and Norton Security applications. Re-launch Norton Security and run Norton Clean again.
If the problem persists, exclude Photos library in Norton Clean settings.
Force quit the applications
On the menu bar, from the Apple menu, choose Force Quit.
You may also press Command + Option + Esc keys to open the Force Quit Applications window.
From the list of applications, select Photos, and click Force Quit.
From the list of applications, select Norton Security, and click Force Quit.
If the Photos app crashes or stops responding frequently, go to step 2.
Start Norton Security, and then click Clean > Start to run Norton Clean.

Start Norton.
If you see the My Norton window, next to Device Security, click Open.
In the Norton main window, click Clean.
Under Clean status, next to Run Now button, click the settings icon to open the Norton Clean settings.
In the settings window, on the Similars and Duplicates tab, uncheck Look for duplicate and similar files in Photos library.
Click Save.
